Gains we have made

Items in the amended permit that are better than the original permit amendment application:

  • The requirement that the company explore alternative uses for the flyash, and report annually on the steps it has taken.
  • The requirement to relocate the dust monitoring as the landfill gets higher.
  • The requirement to monitor for PCBs.
  • The requirement to do a sediment contamination study (in Powell River where the groundwater and any leachate enters; following up the 1993 study).
  • The requirement to do a fish sampling study (following up the 1993 study).
  • The requirement for “continuous closure,” 3m lifts, 30-day covering.
  • Fugitive particle emissions required to be controlled, to prevent pollution outside the property.
  • The requirement that the landfill property remain contiguous with the mill property.
  • The requirement that the company notify MOE before any process change that would adversely affect the quality and/or quantity of the discharge.
  • The requirement that the company do quarterly perimeter inspections re any impact on neighbouring properties.
  • Prohibition on wood waste with wood preservative.
  • Requirement of flyash slurry (dry disposal is not an option).
  • The leachate containment pond required to be lined, and 1 metre freeboard.
  • Company required to have a professional slope stability and settlement monitoring program.
  • Design and Operating Plan required to include various details, e.g., measures to prevent dust, closure/post-closure costs, etc.
  • 5-year environmental assessment report.
  • Closure/post-closure funding requirements to be included in company’s books.
  • Groundwater monitoring to include annual dioxin and furan testing.
  • Relatively detailed annual reporting to MOE.
  • Requirement to post monitoring results on company website.
  • 50 m buffer zone.
  • Ambient air monitoring.
