Letter 45: Buried Transformers

Dear Mr. Penner,

I am writing to inquire if any further information has come to light concerning the missing transformers, the disposal of which Catalyst Powell River division does not seem to have any record of, and which may be buried in the old landfill site on Wildwood hill in Powell River.

I know that transformers are numbered individually and the disposal sites have by law to be documented.  There should also be records of the PCBs which the transformers contained.

When you do find out where the transformers and PCBs ended up, we in Wildwood would be grateful for the information.

1) The permit which authorizes Catalyst Paper Corporation- Powell River Division to operate the Wildwood landfill, has in paragraph “2.9 Maintenance of Contiguous Point- Block 48 and Block 43”, a requirement to maintain a contiguity of all land between the landfill and the point of discharge of any leachate into the environment.

1) On rereading “Permit PR-04565”, which governs the functioning of the Wildwood landfill operated by Catalyst Paper Corporation –Powell River Division, I noticed that in paragraph 2.6

"The waste asbestos authorized for discharge in Section 1.1.2 shall be managed in accordance with the Hazardous Waste Regulation."

Re: Consultant's Report on Catalyst Landfill in Wildwood

Dear Ms Warriner,

The authors of the recently released "Data Review and Compliance Assessment Report, Wildwood Landfill, Powell River", have a very significant last sentence in their report. In that last sentence, they quote a letter by Dr. Paul Martiquet "…the Ministry of Health also views this process [to decommission the existing industrial landfill] as an important means of protecting the area groundwater from further degradation and looks forward to the completion of the closure." There is little ambiguity in that statement.

RE: Status of Catalyst Paper- Powell River Division application to amend the Wildwood landfill permit.

Dear Ms Warriner,

It seems that the procedure to follow when a company wishes to apply for a waste management permit, or an amendment to a permit, are still being created---it seems to be a dynamic process to establish an open and fair system; at least that is my hope.
